DAVIS COUNTY—A 25-year-old Ogden man was arrested on Wednesday for seven felony counts of torturing a companion animal.

The Davis County Sheriff’s Office (DCSO), with the assistance of Animal Care of Davis County, apprehended Memphis Lor on Oct. 29. 

According to the Davis County Sheriff’s Office, on Oct. 22, Lor was traveling southbound on US-89 at highway speeds between Fruit Heights and Layton when he intentionally and knowingly threw six, three-week-old puppies out of his vehicle window, killing two of the puppies and seriously injuring another. Two other puppies were not injured and one puppy has not been located.

Lor also intentionally left his dog, the mother of the puppies, on the side of the road near Bountiful Pond. The dog was severely malnourished, a DCSO release said. 

DCSO deputies and animal care officers with Animal Care of Davis County worked together to identify the suspect. Lor was arrested following an interview.

The mother and surviving puppies are receiving medical care and doing well thanks to the work of the staff at Animal Care of Davis County.

DCSO is asking for the public to come forward and contact the Davis County Dispatch Center at 801-451-4150 if they have located a puppy on US-89 near Oakhills on or about Oct. 22.
