West Bountiful City Council recap for February

As the calendar turns on another month of 2026, West Bountiful continues to make changes to prepare for the days ahead. During their last three meetings, the city council has altered infrastructure development plans, hired a new caterer for their golf course and sworn in a new planning commission.
Here’s what’s happened in the area over the last few weeks:
Alan Malan steps down from planning commission
Ending a tenure that began in 2008, planning commission chairman Alan Malan stepped down from his position during January.
Malan – who first moved to West Bountiful in 1995 – was known for championing the rights of land owners, often siding with people who wanted to add a structure onto their house or build a barn. He summed up his philosophy with a distinct metaphor, telling residents that “nobody wants to see me in a Speedo, but it’s my right to stand out on the front porch in one.”
In an effort to bring new perspectives onto the commission, Mayor Ken Romney asked Malan to resign near the turn of the new year. Robert Merrick now serves in the chairman position, with Richmond Thornley joining the body as an alternate.
During a council meeting on Jan. 20, Malan was honored with an award from the city for his service. He plans to fill his future Tuesdays by spending time with his grandchildren.
Citizens propose implementing ‘open nature’ playground concept at Child’s Pocket Park
During a presentation of playground renderings at a council meeting on Feb. 3, local children and parents expressed their desire to create an “open nature” play area at Lou Child’s Pocket Park.
If developed, the space would feature rocks, logs and other natural items for children to engage with. Those addressing the council stated that the playground is better suited to stimulate imaginations than a traditional option is capable of.
A project that’s been in discussion since January of 2025, West Bountiful chose to see a draft of a play area redesign in October. Garrett Parks+Play was consulted to develop pricing options for the structure. The direction the city will take with the playground, however, will be decided upon during future council meetings.
Par 5 Grill to take over concessions at Lakeside golf course
Entering a 36-month agreement with the city, Par 5 Grill reached a deal with West Bountiful to manage the cafe at Lakeside Golf Course. Owned by Sara Porter, the company plans to oversee staff and inventory as well as the menu – offering golfers items such as burgers, cheesesteaks, chicken sandwiches, baked goods and easy grab-n-go options.
Budget amendments enacted to fund roadwork projects
Altering their 2025/2026 fiscal year budget, West Bountiful has increased the amount of funds they've designated to road projects from $100,000 to $462,000. The added resources will be used to support work on Porter Lane, 1100 North and 1450 North.
