City adopts rules for hydrant meters and noise permits

During the North Salt Lake City Council meeting March 13, two changes were made regarding fees for city services. Up until very recently, a $2,000 bond was required to be paid for the use of a water hydrant meter in a construction project, which would then be refunded when the appliance was returned to City Hall in the same quality as it was found. The bond is to ensure that damage brought upon the water hydrant meter during the course of construction can be fixed, or the meter replaced, if necessary. Total replacement costs could come to as much as $2,887. After much deliberation, mainly between Sherrie Pace, City Development Director, and Jon Lovato, Water Superintendent, it was determined that the $2,000 bond was not sufficient. 

With the approval of Resolution 2026-13R the bond price was raised to $3,000, thereby ensuring full coverage of the cost to fix any potential damage or replace a hydrant meter. 

Last year, North Salt Lake adopted amendments to their noise ordinances. Section 4-4-9 of the city code allows for an application to be submitted for a permit allowing for noise disturbances outside of the city’s permitted hours. From 7 a.m. – 10 p.m. between 60 dBA (Weighted Sound Pressure Level) or 10 above the ambient sound is allowed, and at night from 10 p.m. – 7 a.m. between 50 and 75 dBA or 5 above ambient sound is allowed. When the amendment was added to city code it did not have a fee associated with the permit, though it did say that one would be established. 

Resolution 2026-13R sets the application fee at $175. The number was chosen with the recommendation of city staff, who researched the application fees at nearby cities, which were in the $100-$250 range. City staff wanted the fee to be low, but not so low that it’s easier to buy the noise disturbance permit than take the steps to not violate the ordinance. 

Resolution 2026- 13R passed unanimously, and went into effect immediately.
