Kaysville honoree ‘clears the way’ to national snow removal recognition

The Kaysville City Council recently recognized Public Works employee Ryan Roberts for earning the 2025 American Public Works Association (APWA) “Snow Removal Professional of the Year” Award – a national honor celebrating excellence in keeping roads safe and cities running during winter weather.

Roberts, a 16-year veteran of Kaysville Public Works and the city’s current Streets Manager, oversees 20-ish snowplows and operation, 130 miles of roads, as well as traffic signals, tree trimming, and the city’s fleet. Under his leadership, Kaysville has cut average snow removal time from 14 hours to just nine, dramatically improving efficiency and reducing overtime for city crews.

“Given the many improvements Ryan has led, it was my privilege to nominate him,” said Public Works Director Josh Belnap, who praised Roberts for “going above and beyond” in his commitment to the community.

APWA President Heather Wadman explained the association supports over 32,000 members across 63 North American chapters. It promotes professional excellence and public awareness in public works through education, advocacy, knowledge exchange, and an accreditation program for agencies. Wadman presented Roberts with the award, commending snow removal professionals as “the people who keep communities functioning – often on call, through nights, weekends, and holidays.” 

“I was not expecting this nomination, but I appreciate Josh Belnap for recognizing me and I would like to thank APWA Utah Chapter for selecting me for this award,” Roberts said. 

He said Kaysville City has been a great place to work and he appreciates Josh Belnap for working with the managers and being open to new ideas. “Most of all,” said Roberts, “I would like to thank all the guys in public works that are out there with me keeping roads safe for residents, police and fire.”

Council members applauded Roberts’ dedication, joking that he’s been so good at his job, he made it quit snowing in 2025.
